Role purpose

On behalf of our pan-European and global membership, AFME aims to provide industry insight and expertise from our membership to policy makers and the regulatory and supervisory community for financial services. Our objective is to promote a clear understanding of how financial markets can meet the needs of the economy. We support deep and integrated European capital markets which serve companies and investors and benefit society. AFME is part of an international alliance of leading trade associations brought together under the Global Financial Markets Association which addresses the important global regulatory agenda.

We are seeking to fill a vacancy in our Advocacy and Public Affairs Division. The Division develops and implements advocacy strategies targeting all relevant European decision-makers and is aimed at ensuring that AFME’s views and priorities are considered and reflected in legislative and regulatory processes. It is responsible for ensuring that key AFME messages on proposed policy initiatives are delivered to official sector stakeholders in an appropriate, effective and coherent manner, taking account of the wider political agenda.

Based in Brussels and active across the European Union (EU) and United Kingdom (UK), the successful candidate will play a key role in AFME’s work on sustainable finance working with member firms and AFME's policy and technical experts to help shape and convey our messages to participants in the European policymaking process. The role is at the heart of AFME’s activities, analysing and influencing current and future legislative, regulatory and public policy issues focusing on the EU and the UK.

Key areas of responsibility and accountabilities - Key tasks/decision areas

Policy areas

  • The main area of coverage in this role will be AFME’s advocacy work on sustainable finance, focusing on the EU’s (renewed) Sustainable Finance Strategy Taxonomy Regulation, ESG reporting/disclosures (CSRD), corporate governance and prudential aspects of sustainable finance (including supervisory expectations for risk management, stress testing, etc.), as well as on regulatory and supervisory developments taking place in the UK (Green Finance Strategy, TCFD), etc. Advocacy activities in the field of sustainable finance are vast and may also cover issues related to transition finance, green securitisation, carbon trading and primary and secondary equity and debt markets depending on members’ priorities and regulatory developments;
  • Depending on the evolution of the policy landscape and reflecting the organisation’s priorities on debates in banking and capital markets, the role may also contribute to other financial services areas and activities in AFME’s Advocacy and Public Affairs Division. For example, it is envisaged that the post holder will provide support in the area of taxation to AFME’s European Tax Forum.

Advocacy work

  • To develop and carry out advocacy and engagement plans ensuring decision makers and other influential stakeholders are aware of our members’ priorities. This includes the key EU and UK institutions, EU Member States NGOs, and corporate and investor associations;
  • Working together with AFME’s sustainable finance and other policy teams as well as members, establish clear advocacy objectives; develop and deliver tailored and contextualised advocacy material and supporting analysis to convey our positions to relevant official sector interlocutors and private sector partners;
  • Develop other advocacy material and activities as required (educational material, conferences, webinars, articles, etc.), working closely with comms and events teams where relevant to deploy our positions;
  • Contribute input from the advocacy team for respective areas of coverage e.g. business plan, overall advocacy priorities, senior-level letters, reports and overviews of coverage responsibilities;
  • Prepare briefings for senior management as required;
  • Seek direction from AFME membership via the European Public Policy Committee (EPPC) to assist in the identification of advocacy priorities and development of our advocacy strategies; prepare agenda items and papers/follow ups.

Coverage of relationships

  • Manage the EPPC Sustainable Finance Subgroup – which is responsible for developing AFME’s engagement strategy in this area;
  • Assume coverage responsibilities (contacts and relationships in Member States) as part of AFME’s coverage model;
  • Contribute to our international engagement as part of the Global Financial Markets Association (GFMA), AFME’s global umbrella organisation;
  • To build and maintain a network of contacts including relationships within the European Commission, the European Parliament, Member States and UK authorities;
  • To maintain contacts with other trade associations and civil society, understanding their positions and objectives;
  • To develop and maintain productive relationships with colleagues in member firms as well as with our sister organisations SIFMA and ASIFMA, and with GFMA.

Person specification

Key competencies

Essential:

  • A good understanding of the financial services’ regulatory landscape and familiarity with the area of sustainable finance;
  • Strong knowledge of the European decision-making and legislative processes;
  • Demonstrated experience of building and maintaining relationships with a wide network of opinion formers;
  • Strong communication skills; fluent oral and written English and additional European languages;
  • Strong self-motivation, intellectual curiosity and high levels of energy and social engagement, including networking with members;
  • The ability to function effectively in a challenging, fast-paced and professional team environment.

Knowledge skills and experience

Essential:

  • Minimum of 3-5 years of experience in European public policy in the financial services area, including within the European institutions, a financial firm or trade association;
  • Material experience of the European legislative and regulatory process;
  • Strong analytical, project management and personal organisational skills to keep work streams on track; ability to manage complex meetings and calls working towards agreed outputs.

Desirable:

  • Familiarity with the EU’s Green Deal objectives, the Sustainable Finance Action Plan and related files, as well as developments at the international level relating to ESG and the financial sector;
  • Knowledge of the roles and standard setting operations of international regulatory bodies. An understanding of EU27 and UK market practices and regulatory processes as well as regional and global non-governmental organisations (NGOs) active in the ESG policy area.
